These rules apply to primary funds managed by the chair of both the state and county party executive committees. Approval of a Primary Finance Cost Estimate(s) does not relieve the chair, or any employee of the primary fund, of their responsibility to comply with administrative rules issued by the Secretary of State pursuant to §173.006 of the Texas Election Code or with any other state statute.
