The Secretary of State shall refer any misuse or misappropriation of primary funds to the appropriate prosecuting authority for the enforcement of all civil and/or criminal penalties. Prosecuting authority includes but is not limited to Office of the Attorney General in Austin and the appropriate County Attorney and/or County District Attorney's Office.
