1 Tex. Admin. Code § 79.3
An employee of the secretary of state will stamp all letters or documents received in the Corporations Section with its date of receipt. The hour of receipt is not noted. Documents are not received in the Corporations Section on Saturdays, Sundays, or state holidays. Documents may be delivered by hand during office hours; office hours are 8 a.m. to 5 p.m. Mail is not considered as received in the Corporations Section until it has been brought from the post office or otherwise hand-delivered to the Office of the Secretary of State.
