1. A. All persons competent to testify in civil actions are competent witnesses before the Administrator.
2. B. The Administrator may issue subpoenas for the attendance of witnesses and the production of any paper, book, record, document or other evidence in any inquiry, investigation, hearing or proceeding before the Administrator.
