1991 Act No. 99, Sections 2, codified as Sections 40-22-470, effective July 1, 1991, provides as follows: Except where inappropriate, regulations promulgated pursuant to Chapter 21, Title 40 of the 1976 Code are considered to be promulgated pursuant to Chapter 22, Title 40 of the 1976 Code as added by this act.
