Except as otherwise provided in this chapter, a party may appeal a decision of the Administrative Law Judge Division to the circuit court in Richland County, except that a resident of this State may elect to bring the action in the circuit court for the county of his residence. Appeal of a decision of the Administrative Law Judge Division must be made in accordance with Section 1-23-610(B).
