The State Board of Vocational and Technical Education shall meet in regular session once each month. Special meetings may be called by the Chairman or by a majority of the members of the Board. Meetings of the Board may be held by teleconferencing. Seven members of the Board shall constitute a quorum. No business may be transacted at any meeting unless a quorum is present in person or through teleconferencing, and every act of the Board shall be approved by a majority of the membership of the Board. Each member of the Board shall receive necessary traveling expenses while in the performance of duties as a member pursuant to the State Travel Reimbursement Act.
