The State Board of Vocational and Technical Education shall meet in regular session once each month. Special meetings may be called by the Chairman or by a majority of the members of the Board. Seven members of said Board shall constitute a quorum. No business may be transacted at any meeting unless a quorum is present, and every act of the Board shall be approved by a majority of the membership of said Board. Each member of the Board shall receive necessary traveling expenses, while in the performance of his duties pursuant to the State Travel Reimbursement Act.
