The State Board of Cosmetology shall create positions, make appointments and fix the salaries of officials and employees necessary to carry out the purposes of this act and the administration thereof. Said employees shall include not less than five (5) nor more than nine (9) inspectors. Each employee shall receive traveling expenses as authorized by law for other state employees. Only licensed operators or instructors shall be employed as inspectors by the Board.
