The board of directors of the fair association shall consist of one member from each of the commissioners districts in said county, and if said county contains a city of over twenty thousand 20,000 population, according to the last Federal Decennial Census, said directors shall be elected from the rural parts of said commissioners' districts only, and in addition thereto, two members of said board shall be elected from said city.
