When establishing an entry salary, an appointing authority should consider the employee's job-related qualifications, the agency's ability to recruit qualified employees, the overall relationship of state employees' salaries to market salaries, and internal equity with existing employees' salaries. In

determining a starting salary for an applicant who is a current employee of another state agency, an appointing authority also should consider equity between the state agencies.
