Mo. Code Regs. Ann. tit. 5, § 80-860.010
PURPOSE: The Department of Elementary and Secondary Education has the authority to receive and expend federal funds for educational programs and to establish regulations for the administration of the programs in accordance with controlling federal statutes and regulations. This rule sets forth the general administrative procedures for the department’s implementation of the Robert C. Byrd Honors Scholarship Program, which is a federally funded program authorized under Title IV, Part A, Subpart 6 of the Higher Education Act of 1965.

(1) The following procedures will be used in the administration of the program:
(C) April—
American College Test test scores. In instances when the number of scholarships is not evenly divisible by nine (9), an equal number will be awarded in each congressional district. The remaining scholarships will be declared at large scholarships. These will be used to provide awards to both students in the event of a tie in scores, grade point average and class rank.
