PURPOSE: TheDiuisionof Weightsand Measures of the Department of Agricutlureisauthorized toformulateandadopt rules for enforcement of sections 265.600-265.640, RSMo (1986) covering moisture-measuring devices for plant products. This rule establishes specifications and tolerances for the operation of moisture-measuring deuices and all associated equipment that affects the final moisture determination. Editor’s Note: The secretary of state has determined that the publication of this rule in its entirety would be unduly cumbersome or expensiue. The entire text of the material referenced has been filed with the secretary of state. This material may be found at the Office of the Secretary of State or at the headquarters of the agency and is auailable to any interested person at a cost established by state law. SUMMARY: National Institute of Standards and Technology (NISTI Handbook 44 (1990) which contains specifications, tolerances and other technical requirements for weighing and measuring devices. The purpose of these requirements is to remove from service any device that is false, that is of faulty construction or that facilitates the perpetration of fraud. (1) A moisture-measuring device shall meet the specifications, tolerances and other technical requirements as set forth in the 1990 Edition of NIST Handbook 44 entitled, Specifications, Tolerances and Other Technical Re. quirements for Weighing and Measuring Deuices.
(3) Should any portion of the 1990 Edition of NIST Handbook 44 pertaining to moisture measuring devices and associated equipment be deemed unacceptable, rules will be promulgated denoting and excepting those potions
