PURPOSE: The purpose of this rule is to comply with section 536.023, RSMo which requires each agency to adopt as a rule a description of its operation and the methods where the public may obtain information or make submissions or requests.

1. (1) The Division of Grain Inspection and Warehousing is a unit of the Department of Agriculture, state of Missouri.

   1. (A) One (1) responsibility of the division is the Grain Inspection Program, an inspection agency designated by the United States Department of Agriculture, which provides services pertaining to grain inspection as set out in The United States Grain Standards Act. As a disinterested third party, this program ensures the buyer and seller of a fair market value of their grain. The duties consist of official sampling, inspection, weighing, and chemical analysis of grain and official processed commodities supervision.
   2. (B) A second responsibility of the division is the Grain Regulatory Program that provides regulatory oversight to the grain warehouse and merchandising industry. This oversight ensures a financially stable grain marketing system in Missouri where grain farmers can both store and merchandise their grain production. The duties consist of reviewing financial statements in the licensing process and periodic on-site audits of the licensees’ facilities.
   3. (C) A third responsibility of the division is the Commodity Services Program which is responsible for checkoff collections of nine Missouri commodities: beef, corn, soybeans, rice, sheep and wool, wine, aquaculture, peaches, and apples. This program is responsible for conducting seven (7) annual merchandising council elections on behalf of the director: beef, corn, soybean, rice, sheep, aquaculture, and wine.
