Mo. Code Regs. Ann. tit. 13, § 110-4.010
PURPOSE: The purpose of this rule is to outline the procedures to be followed in implementing the operation of the Interstate Compact on Juveniles (section 210.570, RSMo (1986)). This law states: “That juveniles who are not under proper supervision and control, or who have absconded, escaped or run away, are likely to endanger their morals and welfare, and the health, morals and welfare of others.” Article XII of the compact provides that the governor of each state party to this compact shall designate an officer who, acting jointly with like officers of other party states, shall promulgate rules to carry out more effectively the terms and provisions of this compact. By executive order dated July 16, 1974, the governor transferred authority for the administration of the compact to the Division of Youth Services and its director. The compact administrators, acting jointly as an association, with the cooperation and assistance of the Council of State governments, have promulgated such rules which have been incorporated into the Juvenile Compact Manual. A copy of this manual is on file with the secretary of state and at the headquarters of the Division of Youth Services, Fifth Floor, Broadway Building, P.O.
