Mo. Code Regs. Ann. tit. 13, § 110-4.010
PURPOSE: The purpose of this rule is to outline the procedures to be j&wed in implementing the operation of the Interstate Compact on Juveniles (section 210.570, RSMo (1986)). This law states: “That juueniles who are not underproper superuision and control, or who have absconaea, escapea or run away, are likely to endanger their morals and welfare, and the health, morals and welfare of others.” Article XII of the compact pm&s that the gouernor of each state party to this compact shell designate an officer who, acting jointly with like officers of other party states, shall promulgate rules to carry out more effectively the terms and provisions of this compact. By erecutiue order dated July 16, 1974, the governor transferred authority for the administration of the compact to theDiuisionof YouthSeruices and its director. The compact administrators, acting jointly as an association, with the cooperation and assistance of the Council of State gouernments, have promulgated such rules which haue been incorporated into the Juvenile Compact Manual.
