PURPOSE: This rule requires ten percent of the businesses in the City of St. Louis and the City of Kansas City to be minority-owned orcontrolled. The rule requires the director to license without regard to political affiliation.

1. (1) The director shall select retail licensees without regard to political affiliation.
2. (2) The director shall select licensees to insure that ten percent (10%) of the licensees in the City of St. Louis and the City of Kansas City are minority-owned or minoritycontrolled business enterprises.
