PURPOSE: This rule requires ten percent (10%) of the businesses in the City of St. Louis and the City of Kansas City to be minority-owned or-controlled.

1. (1) The director shall select licensees to ensure that ten percent (10%) of the licensees in the City of St. Louis and the City of Kansas City are minority-owned or minority-controlled business enterprises.
