PURPOSE: This rule establishes requirements for a commercial driver to obtain a commercial driver instruction permit.

1. (1) Before applying for a commercial driver instruction permit, the person shall possess a valid Missouri driver license.
2. (2) Any applicant for a commercial driver instruction permit shall meet all requirements of the Commercial Motor Vehicle Safety Act (sections 302.700–302.780, RSMo), except for the pretrip inspection, off-road basic controls, and on-road driving tests.
3. (3) Prior to issuance of a commercial driver instruction permit, the person shall present evidence that the appropriate commercial motor vehicle written tests were completed for the class and type of vehicle to be operated.
4. (4) A commercial driver instruction permit cannot be used to operate a commercial motor vehicle transporting hazardous materials as defined in 49 CFR 383.5.
