PURPOSE: This rule establishes the procedures to be followed when an applicant for a drivers license or nondriver license does not receive the document after mailing by the department.

1. (1) If an applicant for a Missouri drivers license or Missouri nondriver license does not receive the license or nondriver license, the following procedures apply:

   1. (A) The applicant shall receive a duplicate drivers license or nondriver license if it was not received within twenty-five (25) working days after mailing from Jefferson City, but not more than ninety (90) days from the date of application. The duplicate drivers license or nondriver license shall be processed at no additional cost to the applicant;
   2. (B) The applicant shall complete a signed statement that the drivers license or nondriver license was never received; and
   3. (C) The applicant shall complete the proper application and be rephotographed at a licensing office.
2. (2) If the applicant requests any changes on the Missouri drivers license or nondriver license, the fee of seven dollars and fifty cents ($7.50) for a Class F or Class M license, fifteen dollars ($15) for a Class E license, twenty dollars ($20) for a Class A, B or C license, or seven dollars and fifty cents ($7.50) for a nondriver license shall be required.
