Beginning January 1, 2005, except for a commercial animal waste technician, only a certified private manure applicator may apply animal waste from a feedlot that:
- (1) has a capacity of 300 animal units or more; and
- (2) does not have an updated manure management plan that meets the requirements of pollution control agency rules.
Subd. 2. Certification.
- (a) The commissioner shall prescribe certification requirements and provide training. The training may be done in cooperation with other government agencies and must be at least three hours in duration.
- (b) A person must apply to the commissioner for certification as a private manure applicator. The certification expires March 1 of the third calendar year after the initial year of certification.
- (c) The commissioner shall issue a private manure applicator card to a certified private manure applicator.
Subd. 3. Fees.
- (a) A person applying to be certified as a private manure applicator must pay a nonrefundable $10 application fee.
- (b) A $5 fee must be paid for the issuance of a duplicate private manure applicator card.
