Subd. 1. Requirement.

Beginning January 1, 2006, only a commercial animal waste technician site manager or commercial animal waste technician applicator may apply animal waste from a feedlot that:

1. (1) has a capacity of 300 animal units or more; and
2. (2) does not have an updated manure management plan that meets the requirements of Pollution Control Agency rules.
