Except as otherwise provided in these regulations, the Board shall certify as a dental radiation technologist an individual who:

1. A. Meets the qualifications for certification;
2. B. Applies for certification on a form provided by the Board; and
3. C. Pays a fee to the Board as set forth in COMAR 10.44.20.
