Sec. 3. When any article or livestock is detained under this rule, an authorized representative of the board shall give oral notification to the owner of the article or livestock detained if the owner can be ascertained and notified, and, if not, to the owner's agent or the immediate custodian of the article or livestock, and promptly furnish the person so notified with a completed "Notice of Detention".
