A person that sells, offers to sell, or advertises for sale at least six (6):

1. (1) watercraft;

2. (2) trailers that are:

   1. (A) designed and used exclusively for the transportation of watercraft; and
   2. (B) sold in general association with the sale of watercraft; or

3. (3) items set forth in both subdivisions (1) and (2);

   within a twelve (12) month period must be licensed under this article.
