Sections 0.1 through 7 of this chapter apply to:

1. (1) actions or other proceedings to enforce rights arising from consumer credit sales, consumer leases, and consumer loans;
2. (2) garnishments of the earnings of an individual; and

3. (3) extortionate extensions of credit.
