This chapter does not apply to:

1. (1) a county containing a consolidated city; or

2. (2) employees:

   1. (A) of a probation department;
   2. (B) of a court;
   3. (C) of a judicial officer (as defined in IC 35-31.5-2-177.7 ) or other circuit officers;
   4. (D) of a prosecutor's office;
   5. (E) of a public defender's office;
   6. (F) of a community corrections program;
   7. (G) governed by a merit board established under IC 36-8-3.5 or IC 36-8-10-3 ; or
   8. (H) of the state.
