1. (a) Except as provided in subsection (b), the state department may adopt rules under IC 4-22-2 to carry out this chapter, including rules for the following:

   1. (1) Health, sanitation, and safety.
   2. (2) Sewage collection.
   3. (3) Sewage disposal through septic tank absorption fields.

2. (b) The environmental rules board shall adopt rules under IC 13-14-9 concerning public water supplies required for mobile home communities.
