1. (a) Except as provided in subsection (b), this chapter applies to all hospitals, rural emergency hospitals, ambulatory outpatient surgical centers, and birthing centers.
2. (b) This chapter does not apply to a hospital operated by the federal government.

3. (c) This chapter does not affect a statute pertaining to the placement and adoption of children.
