As used in this chapter, "health data" means information on the following:

1. (1) A person's:

   1. (A) health status;
   2. (B) ethnicity; and
   3. (C) gender.

2. (2) The cost, availability, and use of health resources and services.

   The term includes vital statistics and vital records as described in this title.
