As used in this chapter, "material damage" means any:

1. (1) functional impairment of surface features, structures, or facilities;
2. (2) physical change that has a significant adverse impact on the nontarget site's capability to support any current or reasonably foreseeable uses;
3. (3) significant loss in production or income; or
4. (4) significant change in condition, appearance, or utility of a structure or facility.
