1. (a) Hemp bud (as defined in IC 35-48-1.1-23 ) and hemp flower (as defined in IC 35-48-1.1-24 ) may be sold only to a processor licensed under this chapter.
2. (b) The state seed commissioner may impose a civil penalty under section 13 of this chapter for a violation of subsection (a).
