The commission consists of the following individuals:

1. (1) From each participating county the following:

   1. (A) The executive of each second class city or the executive's designee.
   2. (B) If the county does not have a second class city, the executive of the municipality with the largest population or the executive's designee.
2. (2) A member of the county executive or the county executive's designee from each participating county.
3. (3) The county health officer or the health officer's designee from each participating county.
4. (4) An individual appointed by the governor who is a member of the board of supervisors of a soil and water conservation district that contains a part of the basin within all or part of the district's boundaries.

5. (5) The director or the director's designee.
