The commission consists of the following individuals:

1. (1) From each participating county the following:

   1. (A) The executive of each second class city or the executive's designee.
   2. (B) If the county does not have a second class city, the executive of the municipality with the largest population or the executive's designee.
2. (2) A member of the county executive or the county executive's designee from each participating county.
3. (3) The county health officer or the health officer's designee from each participating county.
4. (4) The county surveyor of each participating county or the county surveyor's designee.

5. (5) A representative of each soil and water conservation district that:

   1. (A) is subject to IC 14-32 ;
   2. (B) includes territory in a participating county; and
   3. (C) includes territory in the basin.

6. (6) The director or the director's designee.
