This chapter does not apply to the following:

1. (1) The use of vegetative matter resulting from landscaping maintenance and land clearing projects that, after composting, is used as cover material for a solid waste landfill.

2. (2) The deposit into a solid waste landfill of:

   1. (A) grass;

   2. (B) woody vegetative matter that is:

      1. (i) less than three (3) feet in length; and
      2. (ii) bagged, bundled, or otherwise contained; or

   3. (C) de minimis amounts of vegetative matter that are:

      1. (i) less than three (3) feet in length;
      2. (ii) bagged, bundled, or otherwise contained; and

      3. (iii) not set out separately for collection and disposal.
