1. 1. The director, at the direction of the commission, shall establish programs to encourage the active support of business, industry, and the general public for litter control.
2. 2. The director, at the direction of the commission, shall coordinate and encourage the cooperation of state and local public agencies in the administration of this part 3 of division IV.
