1. 1. A class “C” beer permit shall not be issued to any person except the owner or proprietor of a grocery store or pharmacy.

2. 2. A class “C” beer permit shall be issued by the administrator to any person who is the owner or proprietor of a grocery store or pharmacy, who:

   1. a. Submits an application electronically, or in a manner prescribed by the administrator, which shall state under oath all the information required of an applicant by section 123.127, subsection 1.
   2. b. Fulfills the requirements of section 123.127, subsection 2, paragraphs “b”, “c”, and “e.
   3. c. Consents to inspection as required in section 123.30, subsection 1.
