1. 1. A class “C” beer permit shall not be issued to any person except the owner or proprietor of a grocery store or pharmacy.

2. 2. A class “C” beer permit shall be issued by the administrator to any person who is the owner or proprietor of a grocery store or pharmacy, who:

   1. a. Submits an application electronically, or in a manner prescribed by the administrator, which shall state under oath all the information required of an applicant by section 123.127, subsection 1, paragraph “a”.
   2. b. Establishes that the person is of good moral character as defined by this chapter.
   3. c. Consents to inspection as required in section 123.30, subsection 1.
   4. d. States the number of square feet of interior floor space which comprises the retail sales area of the premises for which the permit is sought.
