Pursuant to D.C. Official Code §§ 34-2001, et seq. (2010 Repl. & 2011 Supp.), this chapter shall establish rules governing the provision of telecommunications services in the District of Columbia. Except where otherwise provided, this chapter shall apply to all telecommunications service providers within the District of Columbia.
