Community legal education and resources grant program.

  1. (a) There is established a Community Legal Education and Resources Grant Program ("Program") to be administered by the Mayor to provide grants, pursuant to part B of subchapter XII-A of Chapter 3 of Title 1, to legal services providers to deliver legal services.
  2. (b) The Mayor, pursuant to subchapter I of Chapter 5 of Title 2, may issue rules to implement the Program, including rules governing the:

    1. (1) Types of legal services projects eligible for grant funding;
    2. (2) Application process and timing; and
    3. (3) Monitoring of Program performance and reporting requirements.
  3. (c) For the purposes of this chapter, the term:

    1. (1) "Legal services" means:

      1. (A) Legal representation of District residents, including through the provision of legal advice, brief services, and limited-scope representation; or
      2. (B) Training of attorneys in legal issues.
    2. (2) "Legal services provider" means:

      1. (A) A nonprofit organization;
      2. (B) A private entity that partners with a nonprofit organization; or
      3. (C) A private entity utilizing pro bono legal assistance.
