1. (a) Conflict with any laws or regulations of this state or the United States regarding net weight or other markings on containers or subcontainers.
2. (b) Prohibit the shipment, transportation, delivery for sale, or sale of fruits, nuts, or vegetables which are imported into this state in containers which are established as standard by the applicable laws or regulations of the United States.
