1. (a) The plums or fresh prunes in each such bottom layer are placed so that they are not compact within the layer.
2. (b) All of the plums or fresh prunes in the container are uniform in size as required in Section 1462.16.

If plums or fresh prunes are packed in standard container number 9C, the bottom layer or layers may contain a fewer number of plums or fresh prunes than in the top layer if both of the following requirements are complied with:
