1. (a) Celery which is in a retail establishment in the possession of a retailer for the purpose of resale directly to consumers, or celery which is sold by a producer that is regularly engaged in the production of celery directly to consumers on the premises where it is produced or at a retail stand which is operated by such producer near the point of production, which in no case shall be outside of the county in which the celery was produced.
2. (b) Celery which is prepared or packed for shipment to another packing plant which is located in this state for the purpose of further grading and packing into consumer packages, subject to the provisions of Sections 42881, 42882, 42883, 42884, 42885 and 42886 of the Food and Agricultural Code which relate to the control of such shipments.

3. (c) Celery which is being transported out of the state for prepackaging if a permit has first been obtained from an enforcing officer.

   An enforcing officer may issue a permit if he determines that the celery complies with the requirements of this chapter, except as to containers, and is to be delivered pursuant to a bona fide contract of sale direct to a purchaser for further grading and packing into consumer packages.
