It is the intent of the Legislature to assist women with the early detection of breast cancer and thereby prevent the following:

1. (1) Avoidable early death from breast cancer.
2. (2) Avoidable suffering and impaired quality of life from late detection of breast cancer.
3. (3) Avoidable suffering and impaired quality of life for family members of women as a result of late detection of breast cancer.
