Owens seeks a form of relief referred to as the “Holloway doctrine,” named after United States v. Holloway, 68 F. Supp. 3d 310 (E.D.N.Y. 2014), in which the district court, with the consent of the government and approval of the victims, vacated two of the defendant’s § 924(c) convictions. Here, the government did not consent.
