Chapter 29: Teacher Performance Evaluation Systems

Section 1. Authority. These rules and regulations are promulgated pursuant to the Wyoming Education Code of 1969 as amended, W.S. 21-2-304.
Section 2. Applicability. These rules and regulations pertain to the development, assessment and approval of school district teacher performance evaluation systems.
Section 3. Promulgation, Amendment, or Repeal of Rules. Any amendments to these rules shall become effective as provided by the Wyoming Administrative Procedure Act (W.S. 16-3-101 through W.S. 16-3-115).
Section 4. Definitions.
(a) Department-means the Wyoming Department of Education (WDE).
(b) Individual Teacher Growth Plan-evaluator and evaluatee shall establish goals and plans for achieving objectives designed to stimulate on going professional growth/development and curriculum implementation.
(c) Assessment Procedures-a systematic series of acts performed to obtain data for the appraisal of performance of teachers.
(d) Performance Areas-primary responsibilities commonly used to measure the quality of a job performance.
(e) Performance Criteria-formal specifications of the expected level of achievement that are valid, reliable and discriminating and fulfill a performance area.
(f) Performance Descriptors-individual competency statements for each performance criteria.
(g) Performance Evaluation Cycle-for continuing contract teachers, a performance evaluation cycle coincides with the District adopted school year calendar and requires a summary report filed for each teacher. Observations and work on professional growth/development and curriculum implementation plans will be on going.
(h) Philosophy of Evaluation-a district's belief in the systematic analysis of each teacher's performance in meeting the mission and vision of the district.
(i) Philosophy of Instruction-a district's belief in the practices facilitating student acquisition of knowledge, skills and concepts.
(j) Summative Report-written summary of performance based on data collected and/or conference conclusions.
(k) Teacher Performance Evaluation System-a standard structure and set of procedures by which a school district initiates, designs, implements and uses evaluations of its teachers for the purposes of professional growth and continued employment.
Section 5. Development of the Plan. Each school district within the state shall submit a teacher performance evaluation system to the Wyoming Department of Education. Once established and filed with the Department, the plan will stand unless amended by the district at which time the amended plan must be resubmitted.
The department shall review each districts' Teacher Performance Evaluation System in regard to the development, assessment and approval of such a system.
Such a system shall include but not be limited to:
Section 6. Assessment Procedures. Each teacher appraisal system shall be assessed based upon the eight component parts of the development process found in Section 5. The following must be evident in each component parts.
(ii) a description of how the evaluation system supports individual growth and district goals
(i) a description of the performance evaluation cycle and procedures used in teacher’s growth plan
(ii) a description of the sequencing of data collection, interpretation and summative reporting
(i) descriptors are defined and described
(ii) individual roles and responsibilities are taken into account
(iii) descriptors of performance criteria are delineated
(i) a format(s) which provide for the summary of progress, results of the performance evaluation and/or status summary of individual teacher growth plan.
Section 7. Approval Criteria. The department shall determine the approval of the plan based upon the previous stated criteria. Approval shall be at the following levels:
(a) Full approval
(b) Conditional approval with conditions noted for remediation
(c) Disapproval with deficiencies noted
(d) Non Compliance
NOTE: It is recognized that some districts may already have systems which are fully compliant. These may be submitted to the Wyoming Department of Education for assessment and consideration.
Districts requiring more time to comply will submit status reports by the following dates:
November 1993
February 1994
April 1994
All districts will be in compliance by June 30, 1994.
