Chapter 4: Application Procedures

(a) Psychologist and School Psychologist. Every applicant for a license must submit:
(i) A completed and notarized application form as provided by the Board;
(ii) All appropriate fees;
(iii) Three (3) completed and notarized Professional Experience Reference forms as provided by the Board to be mailed directly to the Board by each respective source;
(iv) Official transcripts from each college or university attended mailed directly to the Board by the respective college or university;
(v) Supervised Pre-doctoral Internship Experience verification form as provided by the Board documenting the nature of the supervised experiences and providing the names and addresses of supervisors mailed directly to the Board by the internship supervisor or institution or site;
(vi) Official verification of EPPP exam scores mailed directly to the Board from the PES or of NSPE exam scores mailed directly to the Board from the ETS;
(vii) Supervised Post-doctoral Work Experience verification form as provided by the Board mailed directly to the Board by the supervisor; and
(viii) License and certification verification form as provided by the Board from all other states where applicant has been or is currently licensed or certified in any profession mailed directly to the Board by the appropriate regulatory body.
(b) Psychological Practitioner. Every applicant for certification must submit:
(i) A completed and notarized application form as provided by the Board;
(ii) All appropriate fees;
(iii) Three (3) completed and notarized Professional Experience Reference forms as provided by the Board to be mailed directly to the Board by each respective source;
(iv) Official transcripts from each college or university attended mailed directly to the Board by the respective college or university;
(v) Where applicable, a Supervised Practicum or Internship verification form as provided by the Board documenting the nature of the supervised experiences and providing the names and addresses of supervisors mailed directly to the Board by the practicum or internship supervisor or institution or site;
(vi) Supervised Post-degree Work Experience form as provided by the Board mailed directly to the Board by the supervisor;
(vii) Official verification of EPPP exam scores mailed directly to the Board from the PES; and
(viii) License and Certification verification form as provided by the Board from all other states where applicant has been or is currently licensed or certified in any profession mailed directly to the Board by the appropriate regulatory body.
(c) Specialist in School Psychology. Every applicant for certification must submit:
(i) A completed and notarized application form as provided by the Board;
(ii) All appropriate fees;
(iii) Three (3) completed and notarized Professional Experience Reference forms as provided by the Board to be mailed directly to the Board by each respective source;
(iv) Official transcripts from each college or university attended mailed directly to the Board by the respective college or university;
(v) Supervised Internship Experience verification form as provided by the Board documenting the nature of the supervised experiences and providing the names and addresses of supervisors mailed directly to the Board by the internship supervisor or institution or site;
(vi) Official verification of NSPE exam scores mailed directly to the Board from the ETS.
(vii) Official verification of certification as a school psychologist to practice in the public schools by the Wyoming Department of Education mailed directly to the Board by the Department.
(viii) License and Certification verification form as provided by the Board from all other states where applicant has been or is currently license or certified in any profession mailed directly to the Board by the appropriate regulatory body.
Section 2. When Eligibility is Unclear. When the Board is unable to ascertain from the documents submitted that the applicant meets the above criteria, it will request from the applicant whatever additional documentation or information is necessary to enable the Board to make that decision. The Board may also request the applicant to appear before the Board at a regularly scheduled meeting to clarify issues relating to that individual’s qualifications.
Section 3. Issuance of Licenses and Certificates. Upon verification and acceptance by the Board of the applicant’s documentation of qualifications, the applicant will be granted licensure or
certification, as appropriate, and the Secretary shall issue to each successful candidate a wall document bearing the date of issuance and the seal of the Board. The Secretary shall enclose a letter with each wall document stating the terms of the license or certificate and the basis on which such license or certificate may be renewed, terminated, suspended, or revoked. Upon request, a second wall document will be issued if the individual has a need to display the document in more than one place.
(a) If, during the application process, an applicant is aggrieved by a Board decision, a grievance must be filed in written form by certified mail return receipt requested with the Board Secretary and must clearly specify the basis of the applicant’s grievance. Such grievance must be received by the Secretary no later than thirty (30) days after the board has mailed notification of denial of licensure or certification to the applicant.
(b) Following the receipt of the applicant’s communication, the Board will re-examine the applicant’s file and communicate to the applicant by certified mail, return receipt requested, the results of this re-examination within sixty (60) days.
(c) An applicant who remains aggrieved after the Board’s review may request a formal hearing as per the Wyoming Administrative Procedure Act.
