NOTICE OF INTENT TO ADOPT RULES AND REGULATIONS

2. 2. Statement of the terms and substance of the proposed rule or a description of the subjects and issues involved: Amending Chapter 5. The proposed rule amends the existing rules governing the community college funding allocation model. It amends the authority to distribute funds to the colleges based on their proportionate share of need. It also provides the distribution process for increases in the standard budget for salaries as a result of an external cost adjustment recommended by the Governor and proposed by the Budget Division of Administration and Information.

3. 3. Citation to each agency rule being amended or repealed: Chapter 5, Section 3, (d) and (l) of Creating and Maintaining a Funding Allocation Model.

Statement of the time when, the place where, and the manner in which interested persons may present their views on the intended action: The public comment period will be December 21, 2005 through February 3, 2006. Written comments on the proposed rules may be submitted to the Wyoming Community College Commission, 2020 Carey Avenue, 8^th Floor, Cheyenne, WY 82002 by February 3, 2006.
