Section 1. Cut-Off Date. All transactions involving benefit charges or relief of charges that affect an employer's tax rate, of which the Division is notified prior to October 1, shall be used in the computation of the employer's rate for the ensuing calendar year. If the Division is notified of such transaction after October 1, it shall be used in the computation of the employer's rate in calendar years subsequent to the ensuing calendar year.
