1926.10 Purpose and Scope.
The commission shall devise, formulate, adopt, amend and repeal rules and regulations as provided by the Act, as deemed necessary and advisable for the protection of every employer, employee and employment in construction
1926.11 Effective Dates.
(a) Except as provided in subsections (b) and (c) of this section, these rules and regulations shall be effective December 11, 1972, except as provided elsewhere within these rules and regulations. These rules and regulations will become effective as Wyoming Rules and Regulations 30 days after date of promulgation.

1926.12 Rules of Construction.
(a) Each employer and employee shall be charged with the responsibilities and duties as required by the Act.
(b) Any two or more employers who have employees at one job site (such as prime contractors and subcontractors) may make their own arrangements with respect to obligations which might be more appropriately treated on a job site basis rather than individually. Thus, for example, the prime contractor and his subcontractors will provide all required first-aid or toilet facilities, thus relieving the subcontractors from the actual, but not any legal, responsibility (or, as the case may be, relieving the other subcontractors from this responsibility).
